Narrative:

Received TA on TCASII. Several seconds later received RA on TCASII. Had visual at this point. Missed by approximately 400 ft. We were at 11000/250 KTS wbound, other aircraft at 10000 ft eastbound. Second aircraft also was air carrier aircraft -- either large transport or widebody transport, was on frequency 119.05 MHZ. Told approach control about problem (near miss). He asked if I was at 11000 ft. Said either aircraft was at 10000 ft. Approach control did not call this near miss to our attention. TCASII is what alerted us to incident. Elapsed time approximately 6 seconds. Why didn't ATC get alarm?

APCH CTL DID NOT CALL THIS NEAR MISS TO OUR ATTN. TCASII IS WHAT ALERTED US TO INCIDENT. ELAPSED TIME APPROX 6 SECONDS. WHY DIDN'T ATC GET ALARM?
