Narrative:

I request an IFR release for air carrier X off runway 19 at eyw. I heard nqx say visual separation between 2 fgt's on a cga approach to runway 3 released. According to our LOA if just the word released is used the aircraft is given a 360 heading. I wrote 360 on the flight plan strip and the local controller departed him on a 360 heading. According to nqx they said they gave runway heading as part of the release. I advised the supervisor. He will check the tapes and advise me.

ACCORDING TO NQX THEY SAID THEY GAVE RWY HDG AS PART OF THE RELEASE. I ADVISED THE SUPVR. HE WILL CHK THE TAPES AND ADVISE ME.
