Narrative:
Air carrier XXX had been cleared to land on runway 5R. Air carrier YYY was taxiing to runway 5R with ground control, via taxiway 'O'. (Intended taxi route was via 'O' to 'left' to runway 5R). 'Left' is the parallel taxiway to runway 5R and 5L. About the time air carrier X was short final (estimated) and had dropped off the tower BRITE display, (because of low IFR WX, air carrier xx was not yet in sight). Observed taxiing toward runway 5R and appeared to have missed a left turn onto 'left'; both ground control and local control noticed this at the same time. While ground control attempted to stop air carrier YYY, I issued a go around to air carrier XXX. Air carrier XXX commenced go around but was not able to avoid touching down his main gear momentarily before continuing, and lifting off again, about 3000 ft prior to the intersection where air carrier YYY had now entered runway 5R. The ground control controller issued immediate exit instructions to YYY, but air carrier YYY had stopped on runway 5R. Air carrier XXX overflew air carrier YYY by approximately 200 ft. While air carrier YYY should not have entered runway 5R, it is possible that airport markings could have contributed to this event. Taxiway 'O' does not have a line painted to merge with taxiway 'lima', but all other connector taxiways do. Taxiway 'O' line merges to taxiway 'right' but not until after the merge from 'right' to 'left' has taken place. Also, there are taxiway lights mixed with runway edge lights on the left side as air carrier YYY made his turn from 'O' onto runway 5R. These could have led air carrier YYY to momentarily think that runway 5R was a taxiway. Supplemental information from acn 197906. Simultaneously as the captain flared and landed the aircraft we both noticed at some distance down the runway an anti- collision light moving perpendicular to our path indicating another aircraft on the runway on which we were cleared and landed. Tower apparently realizing the severity of the situation transmitted a 'go around' call. Go around procedures were initiated.

'L' IS THE PARALLEL TAXIWAY TO RWY 5R AND 5L. ABOUT THE TIME ACR X WAS SHORT FINAL (ESTIMATED) AND HAD DROPPED OFF THE TWR BRITE DISPLAY, (BECAUSE OF LOW IFR WX, ACR XX WAS NOT YET IN SIGHT). OBSERVED TAXIING TOWARD RWY 5R AND APPEARED TO HAVE MISSED A L TURN ONTO 'L'; BOTH GND CTL AND LCL CTL NOTICED THIS AT THE SAME TIME. WHILE GND CTL ATTEMPTED TO STOP ACR YYY, I ISSUED A GAR TO ACR XXX. ACR XXX COMMENCED GAR BUT WAS NOT ABLE TO AVOID TOUCHING DOWN HIS MAIN GEAR MOMENTARILY BEFORE CONTINUING, AND LIFTING OFF AGAIN, ABOUT 3000 FT PRIOR TO THE INTXN WHERE ACR YYY HAD NOW ENTERED RWY 5R. THE GC CTLR ISSUED IMMEDIATE EXIT INSTRUCTIONS TO YYY, BUT ACR YYY HAD STOPPED ON RWY 5R. ACR XXX OVERFLEW ACR YYY BY APPROX 200 FT. WHILE ACR YYY SHOULD NOT HAVE ENTERED RWY 5R, IT IS POSSIBLE THAT ARPT MARKINGS COULD HAVE CONTRIBUTED TO THIS EVENT. TAXIWAY 'O' DOES NOT HAVE A LINE PAINTED TO MERGE WITH TAXIWAY 'LIMA', BUT ALL OTHER CONNECTOR TAXIWAYS DO. TAXIWAY 'O' LINE MERGES TO TAXIWAY 'R' BUT NOT UNTIL AFTER THE MERGE FROM 'R' TO 'L' HAS TAKEN PLACE. ALSO, THERE ARE TAXIWAY LIGHTS MIXED WITH RWY EDGE LIGHTS ON THE L SIDE AS ACR YYY MADE HIS TURN FROM 'O' ONTO RWY 5R. THESE COULD HAVE LED ACR YYY TO MOMENTARILY THINK THAT RWY 5R WAS A TAXIWAY. SUPPLEMENTAL INFO FROM ACN 197906. SIMULTANEOUSLY AS THE CAPT FLARED AND LANDED THE ACFT WE BOTH NOTICED AT SOME DISTANCE DOWN THE RWY AN ANTI- COLLISION LIGHT MOVING PERPENDICULAR TO OUR PATH INDICATING ANOTHER ACFT ON THE RWY ON WHICH WE WERE CLRED AND LANDED. TWR APPARENTLY REALIZING THE SEVERITY OF THE SITUATION XMITTED A 'GAR' CALL. GAR PROCS WERE INITIATED.
