Narrative:

We landed on 3L at detroit during the evening bank of flts. Rather than allowing us to taxi on the runway to the next high speed (Y-7), tower told us to use reverse high speed (Y-6). This taxiway puts you out into the 'black hole' -- a large concrete area where 9/27 intersect with 3L and 2 taxiways. There are no taxiway (blue) lights to define the outer or wolf taxiways and the 9/27 runway lights were off. Ramp tower told us to come on in, the gate was open. The ground controller kept telling us it was occupied and go to type 'U' holding area. Ground was talking non stop due to the number of flts. I heard ground say '...hold short of wolf, something, something.' we couldn't get back on the air to clarify, I was listening to 3 people -- ground, first officer, ramp tower -- and getting conflicting information. I finally stopped short of wolf and set the brakes pending clarification. A widebody transport flight was sbound on wolf for departure on 3L. Despite the fact that there are no defining blue lights, in spite of the fact that he had his bright taxi light on and that we were parked close to the taxiway and had been for several mins, he did not stop or even slow down. His right wing tip couldn't have missed our cockpit window by 2 ft. I had turned on all aircraft lights when it was apparent he wasn't slowing down. This is a bad taxi area at night due to its poor definition but there's no way this guy in the widebody transport could not have seen us. The wolf taxiway turns in our direction to merge with the outer near here. The pilot was clearly negligent either by: failing to see and keep clear of other traffic, or seeing and deciding to recklessly operate so closely to another aircraft when he can't see his own wing tip.

Title: FLC OF MLG PROTESTS HIGH SPD TAXI OF SAME COMPANY WDB ACFT PASSING TOO CLOSE TO THEIR PARKED ACFT.

A WDB FLT WAS SBOUND ON WOLF FOR DEP ON 3L. DESPITE THE FACT THAT THERE ARE NO DEFINING BLUE LIGHTS, IN SPITE OF THE FACT THAT HE HAD HIS BRIGHT TAXI LIGHT ON AND THAT WE WERE PARKED CLOSE TO THE TAXIWAY AND HAD BEEN FOR SEVERAL MINS, HE DID NOT STOP OR EVEN SLOW DOWN. HIS R WING TIP COULDN'T HAVE MISSED OUR COCKPIT WINDOW BY 2 FT. I HAD TURNED ON ALL ACFT LIGHTS WHEN IT WAS APPARENT HE WASN'T SLOWING DOWN. THIS IS A BAD TAXI AREA AT NIGHT DUE TO ITS POOR DEFINITION BUT THERE'S NO WAY THIS GUY IN THE WDB COULD NOT HAVE SEEN US. THE WOLF TAXIWAY TURNS IN OUR DIRECTION TO MERGE WITH THE OUTER NEAR HERE. THE PLT WAS CLRLY NEGLIGENT EITHER BY: FAILING TO SEE AND KEEP CLR OF OTHER TFC, OR SEEING AND DECIDING TO RECKLESSLY OPERATE SO CLOSELY TO ANOTHER ACFT WHEN HE CAN'T SEE HIS OWN WING TIP.
