Narrative:

An agricultural pilot, flying an small aircraft, did not follow proper traffic pattern rules, entered the pattern in front of and cut off a home built that had reported proper pattern entry. There were 2 other aircraft in the traffic pattern on downwind at the time. The home built that was cut off was turning from downwind to base. The agricultural aircraft missed the home built by 25-50 ft. I was on the ground in my aircraft when I saw the near miss, I radioed the home built of the other aircraft's position and the home built had to make a hard turn to his right to avoid a collision. I am an inspector with the united states marshall's service and wish to have contact by an FAA inspector.

Title: THE RPTR IN A PRIVATE SMA ON THE GND WITNESSED CLOSE PROX BTWN A HOME BUILT IN TFC PATTERN AT A NON TWR ARPT AND AN AGRICULTURAL ACFT ENTERING THE TFC PATTERN.

Narrative: AN AGRICULTURAL PLT, FLYING AN SMA, DID NOT FOLLOW PROPER TFC PATTERN RULES, ENTERED THE PATTERN IN FRONT OF AND CUT OFF A HOME BUILT THAT HAD RPTED PROPER PATTERN ENTRY. THERE WERE 2 OTHER ACFT IN THE TFC PATTERN ON DOWNWIND AT THE TIME. THE HOME BUILT THAT WAS CUT OFF WAS TURNING FROM DOWNWIND TO BASE. THE AGRICULTURAL ACFT MISSED THE HOME BUILT BY 25-50 FT. I WAS ON THE GND IN MY ACFT WHEN I SAW THE NEAR MISS, I RADIOED THE HOME BUILT OF THE OTHER ACFT'S POS AND THE HOME BUILT HAD TO MAKE A HARD TURN TO HIS R TO AVOID A COLLISION. I AM AN INSPECTOR WITH THE UNITED STATES MARSHALL'S SVC AND WISH TO HAVE CONTACT BY AN FAA INSPECTOR.
