Narrative:
Our aircraft was position and hold for IFR release on runway 18 at dec then cleared for takeoff. At approximately 100-200 ft AGL, I saw a military aircraft wheels up and level flight coming from right to left along runway 06, at about 300-400 ft altitude. I believe the tower did not know he was there and there must have been a mix up with a clearance or approach clearance between champaign approach and an aircraft I believe to be called military identification. I abruptly leveled off the aircraft and passed behind and under him.

Title: CLOSE PROX COMMUTER LTT JUST OFF THE GND AND MIL UNK 150 FT HIGHER FLYING ALONG A XING RWY.
Narrative: OUR ACFT WAS POS AND HOLD FOR IFR RELEASE ON RWY 18 AT DEC THEN CLRED FOR TKOF. AT APPROX 100-200 FT AGL, I SAW A MIL ACFT WHEELS UP AND LEVEL FLT COMING FROM R TO L ALONG RWY 06, AT ABOUT 300-400 FT ALT. I BELIEVE THE TWR DID NOT KNOW HE WAS THERE AND THERE MUST HAVE BEEN A MIX UP WITH A CLRNC OR APCH CLRNC BTWN CHAMPAIGN APCH AND AN ACFT I BELIEVE TO BE CALLED MIL ID. I ABRUPTLY LEVELED OFF THE ACFT AND PASSED BEHIND AND UNDER HIM.
