Narrative:

We were flying the ILS approach to 23L cle when 5 mi out we were asked to transition to 23R. After landing 23R on the rollout while the aircraft control was being transferred from the first officer to the captain for taxi, the tower called and asked us to hold short of the left runway (23L) on the right. As I heard this and was trying to make sense of just where we were to hold, I cleared 23R on the connecting taxiway and held short of the left runway. We were clear of the left (23L) but realized we were across the hold line. Air carrier Y was cleared for takeoff on the left and rotated as we stopped short of runway 23L. After talking to the tower controller (cleveland) on the telephone and later the FAA supervisor cle, we were told that these hold lines were painted there by the air traffic area only 4 weeks prior and were a real problem because of their close proximity to the runway. They would try to inform the pilots landing cle for the next month then would be forced to violate anyone who crossed these lines without clearance. He said they didn't want them there and would like to see them removed. The problem is, nowhere in the country do you have to stop on the runway to hold short of a hold line on an exiting taxiway. The way these are painted, it becomes a hold line for the taxiway not for 23L. There have not been hold lines here at cleveland for ever and now they're painted backwards. The cle controllers would like to see them removed as they have confused pilots and delay arrs on 23R as aircraft are forced to stop on the runway. FAA supervisor cle that I talked to would like some help removing these hold lines. Callback conversation with reporter revealed the following information: analyst talked to FAA supervisor referred to in report. Supervisor confirmed that hold line markings are as described by reporter. Because of the short distance between runway 23L/right centerlines (435 ft), the hold lines are overlapped. However, they are the proper distance for the appropriate runway. The hold lines have only been in since last sep or oct. Prior to then, there were no markings due to the possible confusion it might cause. The supervisor stated that air traffic area was involved in having the lines placed on the taxiways. Aircraft coming off a runway with instructions to hold short of the parallel runway need to hold at the first set of lines, not the second. The facility has sent out flyers to local pilots advising them of the situation, and have notified airport operators. In addition, the information is on the ATIS. Controllers are aware of the potential confusion and try to advise pilots ahead of time. Long range plans are to relocate runway 23R.

AS I HEARD THIS AND WAS TRYING TO MAKE SENSE OF JUST WHERE WE WERE TO HOLD, I CLRED 23R ON THE CONNECTING TAXIWAY AND HELD SHORT OF THE L RWY. WE WERE CLR OF THE L (23L) BUT REALIZED WE WERE ACROSS THE HOLD LINE. ACR Y WAS CLRED FOR TKOF ON THE L AND ROTATED AS WE STOPPED SHORT OF RWY 23L. AFTER TALKING TO THE TWR CTLR (CLEVELAND) ON THE TELEPHONE AND LATER THE FAA SUPVR CLE, WE WERE TOLD THAT THESE HOLD LINES WERE PAINTED THERE BY THE ATA ONLY 4 WKS PRIOR AND WERE A REAL PROBLEM BECAUSE OF THEIR CLOSE PROX TO THE RWY. THEY WOULD TRY TO INFORM THE PLTS LNDG CLE FOR THE NEXT MONTH THEN WOULD BE FORCED TO VIOLATE ANYONE WHO CROSSED THESE LINES WITHOUT CLRNC. HE SAID THEY DIDN'T WANT THEM THERE AND WOULD LIKE TO SEE THEM REMOVED. THE PROBLEM IS, NOWHERE IN THE COUNTRY DO YOU HAVE TO STOP ON THE RWY TO HOLD SHORT OF A HOLD LINE ON AN EXITING TAXIWAY. THE WAY THESE ARE PAINTED, IT BECOMES A HOLD LINE FOR THE TAXIWAY NOT FOR 23L. THERE HAVE NOT BEEN HOLD LINES HERE AT CLEVELAND FOR EVER AND NOW THEY'RE PAINTED BACKWARDS. THE CLE CTLRS WOULD LIKE TO SEE THEM REMOVED AS THEY HAVE CONFUSED PLTS AND DELAY ARRS ON 23R AS ACFT ARE FORCED TO STOP ON THE RWY. FAA SUPVR CLE THAT I TALKED TO WOULD LIKE SOME HELP REMOVING THESE HOLD LINES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ANALYST TALKED TO FAA SUPVR REFERRED TO IN RPT. SUPVR CONFIRMED THAT HOLD LINE MARKINGS ARE AS DESCRIBED BY RPTR. BECAUSE OF THE SHORT DISTANCE BTWN RWY 23L/R CENTERLINES (435 FT), THE HOLD LINES ARE OVERLAPPED. HOWEVER, THEY ARE THE PROPER DISTANCE FOR THE APPROPRIATE RWY. THE HOLD LINES HAVE ONLY BEEN IN SINCE LAST SEP OR OCT. ACFT COMING OFF A RWY WITH INSTRUCTIONS TO HOLD SHORT OF THE PARALLEL RWY NEED TO HOLD AT THE FIRST SET OF LINES, NOT THE SECOND. THE FACILITY HAS SENT OUT FLYERS TO LCL PLTS ADVISING THEM OF THE SITUATION, AND HAVE NOTIFIED ARPT OPERATORS. IN ADDITION, THE INFO IS ON THE ATIS. CTLRS ARE AWARE OF THE POTENTIAL CONFUSION AND TRY TO ADVISE PLTS AHEAD OF TIME. LONG RANGE PLANS ARE TO RELOCATE RWY 23R.
