Narrative:

An small aircraft took off on runway 12 just prior to us. He was assigned to maintain runway heading. On takeoff after 400 AGL (in accordance with company procedures) we turned to 100 degrees as per SID. I spotted him at 12:30 and closing rapidly. Our TCASII said 'monitor vertical speed.' PF accordingly decreased our rate of climb and waited till we passed him to resume our climb. During our level off for the traffic avoidance our speed was approximately 270 KTS and we were at about 3000 MSL.
