Narrative:

The long island arsa depicted on the ny sectional states 'see NOTAMS/directory for arsa effective hours.' the airport/facility directory northeast does not specify any effective hours for the arsa indicating a full time arsa. Ny TRACON has stated per telecon and in a letter to airmen that arsa service is not provided when the tower is closed. (Long island tower operates 0600-2300). This conflicting information should be corrected by changing the airport facility directory to reflect the arsa effective hours. Callback conversation with reporter revealed the following information: reporter stated he was a GA pilot with 450 total flying time. He said that an FAA examiner had asked him a question pertaining to the operating hours of the arsa at isp. After checking with ny TRACON (N90), he learned that it was not a full time arsa. He mentioned that the TRACON was aware of the notation on the TCA sectional chart referring to arsa effective hours, and planned to have the hours published in the airport facility directory, but so far, he has not seen it. He was not sure if the TRACON controled the entire arsa, or if the tower was responsible for the inner core. They normally will hand off an aircraft to the tower at least 5 mi from the airport.

Title: LETTER TO AIRMEN FROM JFK TRACON (N90) CONFLICTS WITH ADVISORY IN ARPT FACILITY DIRECTORY.

Narrative: THE LONG ISLAND ARSA DEPICTED ON THE NY SECTIONAL STATES 'SEE NOTAMS/DIRECTORY FOR ARSA EFFECTIVE HRS.' THE ARPT/FACILITY DIRECTORY NE DOES NOT SPECIFY ANY EFFECTIVE HRS FOR THE ARSA INDICATING A FULL TIME ARSA. NY TRACON HAS STATED PER TELECON AND IN A LETTER TO AIRMEN THAT ARSA SVC IS NOT PROVIDED WHEN THE TWR IS CLOSED. (LONG ISLAND TWR OPERATES 0600-2300). THIS CONFLICTING INFO SHOULD BE CORRECTED BY CHANGING THE ARPT FACILITY DIRECTORY TO REFLECT THE ARSA EFFECTIVE HRS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED HE WAS A GA PLT WITH 450 TOTAL FLYING TIME. HE WAS NOT SURE IF THE TRACON CTLED THE ENTIRE ARSA, OR IF THE TWR WAS RESPONSIBLE FOR THE INNER CORE. THEY NORMALLY WILL HAND OFF AN ACFT TO THE TWR AT LEAST 5 MI FROM THE ARPT.
