Narrative:

Location: oklahoma city, 00AM, 12/91. Equipment on board: transponder and 1 navigation/communication. I notified approach approximately 14 mi northeast of downtown air park. I asked approach to direct me to the downtown airport. Shortly after crossing over the expressway airport the controller notified me 4 mi at 12 O'clock. The next transmission (I remember) he notified me that I was over the airport and did I see it! There was no airport below that I could see! I looked up and coming under the nose of the plane was the red lights of what I thought was downtown. I notified approach that I saw the airport and the controller terminated me! I then changed frequency to turn the runway lights; only to find they were already on! I didn't realize I overshot downtown till after I landed at will rogers! The only thing that could be seen at the downtown air park location was street lights and security lights. Nothing to indicate airport! With only 1 navigation/communication I couldn't turn on the runway lights (transmitter activated 122.8 dusk to dawn) and stay with approach! At will rogers there was only one runway with lights on and in the basic (north/south) direction of downtown air park! The controller asked 'do you see the airport.' my reply was yes (for the only airport to be seen was will rogers). My error was discovered after landing! I taxied to the main ramp and found the tower frequency; after notifying the tower I asked for departure to downtown air park!

THERE WAS NO ARPT BELOW THAT I COULD SEE! I LOOKED UP AND COMING UNDER THE NOSE OF THE PLANE WAS THE RED LIGHTS OF WHAT I THOUGHT WAS DOWNTOWN. I NOTIFIED APCH THAT I SAW THE ARPT AND THE CTLR TERMINATED ME! I THEN CHANGED FREQ TO TURN THE RWY LIGHTS; ONLY TO FIND THEY WERE ALREADY ON! I DIDN'T REALIZE I OVERSHOT DOWNTOWN TILL AFTER I LANDED AT WILL ROGERS! THE ONLY THING THAT COULD BE SEEN AT THE DOWNTOWN AIR PARK LOCATION WAS STREET LIGHTS AND SECURITY LIGHTS. NOTHING TO INDICATE ARPT! WITH ONLY 1 NAV/COM I COULDN'T TURN ON THE RWY LIGHTS (XMITTER ACTIVATED 122.8 DUSK TO DAWN) AND STAY WITH APCH! AT WILL ROGERS THERE WAS ONLY ONE RWY WITH LIGHTS ON AND IN THE BASIC (N/S) DIRECTION OF DOWNTOWN AIR PARK! THE CTLR ASKED 'DO YOU SEE THE ARPT.' MY REPLY WAS YES (FOR THE ONLY ARPT TO BE SEEN WAS WILL ROGERS). MY ERROR WAS DISCOVERED AFTER LNDG! I TAXIED TO THE MAIN RAMP AND FOUND THE TWR FREQ; AFTER NOTIFYING THE TWR I ASKED FOR DEP TO DOWNTOWN AIR PARK!
