Narrative:

Coast-to-coast flight with no specific en route fuel stops planned. Good VFR WX. Fuel stop made when fuel gets low, you have to go to the bathroom very bad, or when you get tired. In this case I was tired and the obvious choice was goodland, ks. FBO was already closed for the night. No one on unicom. On downwind runway lights appeared normal. Turning final no ILS signal was received and runway suddenly seemed very short. Landed somewhat faster and longer than desired due to strong gusty crosswind. Amber runway lights led me to believe 2000 ft left. Then saw construction zone lights and barricades and stopped very short indeed. Pertinent facts: 1) northwest 2700 ft of runway 12-30 were closed for construction. This left 2800 ft for landing (total 5500 ft). ILS was also shut down. 2) runway lights for closed portion were not out, but were covered in such a way as to not be visible on final or on the ground. The entire 5500 ft of lights were however visible from the air on downwind. 3) only last 1000 ft of available 2800 ft had amber lights. According to aim, for runway less than 3000 ft, should have been half of lights, or 1400 ft strictly speaking since instrument approach was shutdown, not considered an instrument runway and no amber lights required. 4) I should have called FSS and checked WX and NOTAMS. I confirmed runway closure on duat next day, however couldn't find anything in commercial manual. FBO operator also informed me that on numerous return flts to gld he had not been briefed on runway NOTAMS. FBO also confirmed 2) and 3). 5) I was tired after a long day. First flight had been almost 12 hours earlier and had flown over 8 hours since. 6) this may all be academic since runway was scheduled to reopen on dec/xx/91.

Title: GA SMT LANDED ON A RWY SHORTENED FOR CONSTRUCTION THAT HE CLAIMS WAS NOT PROPERLY LIGHTED.

ILS WAS ALSO SHUT DOWN. 2) RWY LIGHTS FOR CLOSED PORTION WERE NOT OUT, BUT WERE COVERED IN SUCH A WAY AS TO NOT BE VISIBLE ON FINAL OR ON THE GND. THE ENTIRE 5500 FT OF LIGHTS WERE HOWEVER VISIBLE FROM THE AIR ON DOWNWIND. 3) ONLY LAST 1000 FT OF AVAILABLE 2800 FT HAD AMBER LIGHTS. ACCORDING TO AIM, FOR RWY LESS THAN 3000 FT, SHOULD HAVE BEEN HALF OF LIGHTS, OR 1400 FT STRICTLY SPEAKING SINCE INST APCH WAS SHUTDOWN, NOT CONSIDERED AN INST RWY AND NO AMBER LIGHTS REQUIRED. 4) I SHOULD HAVE CALLED FSS AND CHKED WX AND NOTAMS. I CONFIRMED RWY CLOSURE ON DUAT NEXT DAY, HOWEVER COULDN'T FIND ANYTHING IN COMMERCIAL MANUAL. FBO OPERATOR ALSO INFORMED ME THAT ON NUMEROUS RETURN FLTS TO GLD HE HAD NOT BEEN BRIEFED ON RWY NOTAMS. FBO ALSO CONFIRMED 2) AND 3). 5) I WAS TIRED AFTER A LONG DAY. FIRST FLT HAD BEEN ALMOST 12 HRS EARLIER AND HAD FLOWN OVER 8 HRS SINCE. 6) THIS MAY ALL BE ACADEMIC SINCE RWY WAS SCHEDULED TO REOPEN ON DEC/XX/91.
