Narrative:
Military X pilot did not have transponder on. Military X pilot was on wrong frequency. Military X pilot took original instructions to climb, when the climb was for the other aircraft. Military Y executed the wrong climb out. Too much coordination. Military X and military Y got within 1.9 mi away on downwind.

Narrative: MIL X PLT DID NOT HAVE TRANSPONDER ON. MIL X PLT WAS ON WRONG FREQ. MIL X PLT TOOK ORIGINAL INSTRUCTIONS TO CLB, WHEN THE CLB WAS FOR THE OTHER ACFT. MIL Y EXECUTED THE WRONG CLBOUT. TOO MUCH COORD. MIL X AND MIL Y GOT WITHIN 1.9 MI AWAY ON DOWNWIND.
