Narrative:

After cleared for takeoff on runway 35R at stapleton international airport, the captain flying, and before takeoff checklist completed, all gauges and instruments indicating normal and smooth takeoff roll, at about 40 KTS a caution chime sounded and amber warning light illuminated on the ccas (crew alerting system) and local amber light on the overhead system panel. Ccas illuminated 'door'. Overhead panel illuminated 'unlck' (unlock) under cargo door. First officer called 'abort, cargo door unlock.' the captain retarded the power levers and applied brakes smoothly. First officer notified tower of aborted takeoff and need to return to the gate. Upon arrival at the gate, the captain shut down the #1 engine, the ramp personnel opened and closed the cargo door. The unlock light extinguished. The captain had denver operations call houston systems control 3 times and could not communicate with them. He then had denver operations call maintenance to release the aircraft. They did through denver operations and we left the gate, taxied back to runway 35L and took off. The takeoff was normal. Upon subsequent contact with houston systems control, dispatch approved of the procedure due to communications failure. The procedures used were: ATR aircraft operations manual. Abnormal procedures, introduction, general, paragraph 2 (pg 3- 1) 'a flight crew discretion, 1 reset of a system failure associated with an amber caution may be performed prior to performing the associated failure procedures.' flight operations manual abnormal procedures, subject A-9 (pg 2-7. 'During 2-WAY radio communications failure, when confronted by a situation not covered in the regulation, pilots are expected to exercise good judgement in whatever action they elect to take.'
