Narrative:

ATC called out traffic at 5500. First officer started leveling off at 4700 because visibility was about 1 mi and we could not see traffic. RA on TCASII gave us a 'descend, descend.' we descended and since the automatic throttle was on we exceeded 250 KTS although the speed bug was set at 250 KTS. We manually pulled back the throttles and resumed climb after the conflict was resolved. We thought the automatic throttle malfunctioned but later realized the automatic throttle will not correct in this situation.

Title: FLC OF MLG COMPLYING WITH TCASII RA TO DSND PUSHED NOSE OVER BUT FORGOT THROTTLES WERE ON AUTO. SPD QUICKLY EXCEEDED 25O KTS.

Narrative: ATC CALLED OUT TFC AT 5500. FO STARTED LEVELING OFF AT 4700 BECAUSE VISIBILITY WAS ABOUT 1 MI AND WE COULD NOT SEE TFC. RA ON TCASII GAVE US A 'DSND, DSND.' WE DSNDED AND SINCE THE AUTO THROTTLE WAS ON WE EXCEEDED 250 KTS ALTHOUGH THE SPD BUG WAS SET AT 250 KTS. WE MANUALLY PULLED BACK THE THROTTLES AND RESUMED CLB AFTER THE CONFLICT WAS RESOLVED. WE THOUGHT THE AUTO THROTTLE MALFUNCTIONED BUT LATER REALIZED THE AUTO THROTTLE WILL NOT CORRECT IN THIS SITUATION.
