Narrative:
The military was an MTR X on a training flight from npa over amg back to npa. The large transport Y was off orl en route to ord. Due to turbulence both aircraft were at FL290 and when the controller tried to provide separation the MTR X aircraft was not listening on frequency or not very attentively.

Title: ARTCC RADAR CTLR HAD LTSS BTWN MTR TRAINING FLT AT WRONG ALT FOR DIRECTION OF FLT AND AN ACR LGT OPPOSITE DIRECTION TFC.
Narrative: THE MIL WAS AN MTR X ON A TRAINING FLT FROM NPA OVER AMG BACK TO NPA. THE LGT Y WAS OFF ORL ENRTE TO ORD. DUE TO TURB BOTH ACFT WERE AT FL290 AND WHEN THE CTLR TRIED TO PROVIDE SEPARATION THE MTR X ACFT WAS NOT LISTENING ON FREQ OR NOT VERY ATTENTIVELY.
