Narrative:

Our company manual says for any takeoff abort you must return to the gate and have my signoff the logbook and to fill out an irregularity report. There are a few exceptions to this procedure for the medium large transport, if the flap dials are just a hair off or you hit a bump and move the dials causing a horn, you don't have to return to the gate -- we think! In the heat of battle, we could not remember if we had to return to the gate or not. (Our flap dial had moved just slightly causing a flap warning -- we just started our takeoff roll.) the captain elected to proceed to dca and not go back to the gate. He filled out an irregularity form in dca.
