Narrative:

Inbound to rdu on localizer maintaining 6000, we noticed a TA ahead 12 O'clock to 12:30 position, 700 ft below us. As we got closer, it turned to an RA (climb 10-1200 FPM). I responded and eliminated the RA upon reaching 7000 ft. We missed other aircraft by 400 ft. Incident never would have happened if other aircraft was not allowed to drop parachutists on inbound airway and approach to ILS 23L airspace. He was told to fly at 5500 ft. He said he had our aircraft in sight and took it upon himself to alter his altitude.

Narrative: INBOUND TO RDU ON LOC MAINTAINING 6000, WE NOTICED A TA AHEAD 12 O'CLOCK TO 12:30 POS, 700 FT BELOW US. AS WE GOT CLOSER, IT TURNED TO AN RA (CLB 10-1200 FPM). INCIDENT NEVER WOULD HAVE HAPPENED IF OTHER ACFT WAS NOT ALLOWED TO DROP PARACHUTISTS ON INBOUND AIRWAY AND APCH TO ILS 23L AIRSPACE. HE WAS TOLD TO FLY AT 5500 FT. HE SAID HE HAD OUR ACFT IN SIGHT AND TOOK IT UPON HIMSELF TO ALTER HIS ALT.
