Narrative:

About 1/2 way into our takeoff run from govt cut in miami a united states coast guard helicopter flew over us. His rotor downwash gave us control problems. At this time I came on the controls to help my copilot. After regaining control, and well clear of the helicopter we continued the takeoff and completed the flight as normal. During the takeoff we did underfly the helicopter. This is because he slowed down, and I also felt that I needed power to maintain ctlability. Aborting the takeoff would have caused the airplane to hit the left bank of govt cut. I feel the helicopter could have easily avoided this near miss by not getting as close as he was to me during my takeoff run. I hope we all can work together to promote aviation safety. Supplemental information from acn 195252: while conducting search for survivors of a boating accident, flew east along the northern side of a major waterway. Flew past a commercial amphibious turboprop taxiing south on ramp on north side of waterway. Advised crew to watch for amphibious to takeoff on south side of waterway and pass us on right side. Attempted contact on 122.8 with negative results. Suspect amphibious crew did not want to wait for separation prior to takeoff. Know crew saw helicopter because I saw them looking at helicopter as they taxied south.
