Narrative:

This was a ferry flight from kingston to white plains, ny. This was a short flight segment so ATC leveled us at 3000 ft. There is some abrupt terrain between newburgh, ny and westchester county airport. The ground proximity warning system didn't like the sudden closure rate on the terrain. At first it dictated a terrain warning but when the radar altimeter went from about 2500-1600 ft it dictated that we 'pull up', so we did, informed ATC of our actions and climbed to 4000 ft. We were pretty sure that there was not a real need to climb, but this is not a familiar route between these 2 airports and with no visibility we had to comply with the ground proximity warning system command. ATC inquired as to the reason for our need to climb. We explained the ground proximity warning system command. That was it.
