Narrative:

Flight departed iad. Was assigned heading and cleared direct lyh VOR. Tuned navigation receiver to 109.2 (lyh). CDI unstable and not suitable for navigation. (+/- 2 dots) continued on assigned heading. ATC reassigned heading and again cleared flight direct lyh. Advised ATC of problem with reception (on both aircraft navigation receivers) from lyh. ATC vectored flight over lyh. Reception of lyh became suitable approximately 25 NM from (north) of the station. Outbound tracking on the lyh 219 degree radial was suitable for navigation.
