Narrative:

IMC, IFR approach to runway 31C (ILS) chicago midway airport, copilot flying, captain tuning and identing the radios and approach aids. Captain hears imdw morse code for the localizer to runway 13C - - it was very strong and loud. I questioned the controller and got no answer as to why the wrong identifier was being broadcast. Due to IMC conditions and lack of a VOR DME at midway airport to back up the localizer information, I became concerned and finally (at about the kedzi marker) heard (very faintly) the imxt morse code identifier. I realize that 109.9 is the common localizer for both runways, but when 31C is in use, I thought 13C would be turned off, or at least the aural identifier would be off. This occurred starting about 20 NM southwest of mdw and continued all the way around to the OM near jot for 31C. Very disconcerting when IMC with low ceilings/low visibility approachs.

Narrative: IMC, IFR APCH TO RWY 31C (ILS) CHICAGO MIDWAY ARPT, COPLT FLYING, CAPTAIN TUNING AND IDENTING THE RADIOS AND APCH AIDS. CAPT HEARS IMDW MORSE CODE FOR THE LOC TO RWY 13C - - IT WAS VERY STRONG AND LOUD. I QUESTIONED THE CTLR AND GOT NO ANSWER AS TO WHY THE WRONG IDENTIFIER WAS BEING BROADCAST. DUE TO IMC CONDITIONS AND LACK OF A VOR DME AT MIDWAY ARPT TO BACK UP THE LOC INFO, I BECAME CONCERNED AND FINALLY (AT ABOUT THE KEDZI MARKER) HEARD (VERY FAINTLY) THE IMXT MORSE CODE IDENTIFIER. I REALIZE THAT 109.9 IS THE COMMON LOC FOR BOTH RWYS, BUT WHEN 31C IS IN USE, I THOUGHT 13C WOULD BE TURNED OFF, OR AT LEAST THE AURAL IDENTIFIER WOULD BE OFF. THIS OCCURRED STARTING ABOUT 20 NM SW OF MDW AND CONTINUED ALL THE WAY AROUND TO THE OM NEAR JOT FOR 31C. VERY DISCONCERTING WHEN IMC WITH LOW CEILINGS/LOW VISIBILITY APCHS.
