Narrative:
Flaps failed to retract after landing. Had FBO mechanic retract flaps and disable system for return to base. Afm has provisions for no-flap takeoff and landing. MEL makes no mention of flap retraction system. I am unsure of whether there is a violation or not. MEL was not consulted until after landing.

Title: GOV SMT OPERATED WITHOUT COMPLYING WITH MEL REQUIREMENT.
Narrative: FLAPS FAILED TO RETRACT AFTER LNDG. HAD FBO MECH RETRACT FLAPS AND DISABLE SYS FOR RETURN TO BASE. AFM HAS PROVISIONS FOR NO-FLAP TKOF AND LNDG. MEL MAKES NO MENTION OF FLAP RETRACTION SYS. I AM UNSURE OF WHETHER THERE IS A VIOLATION OR NOT. MEL WAS NOT CONSULTED UNTIL AFTER LNDG.
