Narrative:

This morning the city of auburn held a beautiful tribute to our nations veterans by holding a main street parade in their honor. The parade was 'kicked off' with a flyby of one of operation desert storm's strategic airlifters, an mlt. There was nothing daring about the flyby as the mlt proceeded down main st. The WX had ceilings at greater than 5000 ft and visibility sufficient enough to have mount rainier in full view. The purpose of this letter is to express the extreme distress I felt as I became aware of some 10 other light aircraft in the vicinity of this operation. I immediately went to the office of the manager for the auburn municipal airport. I was in search of the means by which the manager used to inform airmen of the military operations less than 2 NM from the airport. What I found was truly alarming. In accordance with NTSB parts 830.2 and 830.159(C), I am filing this report of an aircraft incident. The manager had posted a notice dated nov/xx/91. The notice was on standard city letterhead. I went to the FBO's to see how the notice was posted. In each case, it was in plain view amongst several other postings. The problem to me is that it was too plain -- no more significant looking than any other posted piece of white paper. I called the seattle FSS to find no NOTAM published. Most important, the airport was fully operating at the time of the fly by. Runway 16 was in use with most traffic approaching from the south, directly into the flight path of the mlt.

Title: RPTR PROTESTS LIGHT PLANE TFC IN PROX OF MIL FLY BY.

MOST IMPORTANT, THE ARPT WAS FULLY OPERATING AT THE TIME OF THE FLY BY. RWY 16 WAS IN USE WITH MOST TFC APCHING FROM THE S, DIRECTLY INTO THE FLT PATH OF THE MLT.
