Narrative:

Instrument flight plan from hpn to 3g8. Cavu conditions. Pilot cancelled flight plan established an ILS, about poczi. Pilot announced intentions and position to batavia CTAF. No response! At about the middle marker, a low wing plane descended in front of me! Surprise - wow! Evidently practicing touch-and-goes. I slowed down, leveled off, made a go around and directed to the left of low wing plane, between runway and hangar for avoidance. When I landed, the other plane had departed the pattern. A local pilot inquired to my low pass, 'pattern technique' he referred to -- I mentioned the other aircraft and local pilot disappeared. Who has right of way? Plane VFR in pattern or IFR plane on ILS?

I SLOWED DOWN, LEVELED OFF, MADE A GAR AND DIRECTED TO THE L OF LOW WING PLANE, BTWN RWY AND HANGAR FOR AVOIDANCE. WHEN I LANDED, THE OTHER PLANE HAD DEPARTED THE PATTERN. A LCL PLT INQUIRED TO MY LOW PASS, 'PATTERN TECHNIQUE' HE REFERRED TO -- I MENTIONED THE OTHER ACFT AND LCL PLT DISAPPEARED. WHO HAS RIGHT OF WAY? PLANE VFR IN PATTERN OR IFR PLANE ON ILS?
