Narrative:

Company axab was cleared to shooze intersection at 11000 ft and instructed to hold as published. I thought I heard company agd being cleared to hold and a descent clearance to 11000 also. Just as I was going to question this, the controller gave us a clearance to climb to 13000 ft and an efc of XX00Z. As we began to climb to 13000 and at 12600 was interrupted and told to descend back to 11000, our assigned altitude. I personally read back the climb clearance. I think the controller gave us, axab, the clearance for company agd. Supplemental information from acn 193554: radar failure at ord. We were assigned holding at an intersection with 3 other jets. We were originally assigned 11000 ft and then we thought we were assigned 13000 ft. It made sense because on TCASII we could see another aircraft at 11000 ft at the other end of the holding fix. The captain repeated the altitude assignment. We never got closer than 10 mi before the aircraft were established at 11 and 13.

Narrative: COMPANY AXAB WAS CLRED TO SHOOZE INTXN AT 11000 FT AND INSTRUCTED TO HOLD AS PUBLISHED. I THOUGHT I HEARD COMPANY AGD BEING CLRED TO HOLD AND A DSCNT CLRNC TO 11000 ALSO. JUST AS I WAS GOING TO QUESTION THIS, THE CTLR GAVE US A CLRNC TO CLB TO 13000 FT AND AN EFC OF XX00Z. AS WE BEGAN TO CLB TO 13000 AND AT 12600 WAS INTERRUPTED AND TOLD TO DSND BACK TO 11000, OUR ASSIGNED ALT. I PERSONALLY READ BACK THE CLB CLRNC. I THINK THE CTLR GAVE US, AXAB, THE CLRNC FOR COMPANY AGD. SUPPLEMENTAL INFO FROM ACN 193554: RADAR FAILURE AT ORD. WE WERE ASSIGNED HOLDING AT AN INTXN WITH 3 OTHER JETS. WE WERE ORIGINALLY ASSIGNED 11000 FT AND THEN WE THOUGHT WE WERE ASSIGNED 13000 FT. IT MADE SENSE BECAUSE ON TCASII WE COULD SEE ANOTHER ACFT AT 11000 FT AT THE OTHER END OF THE HOLDING FIX. THE CAPT REPEATED THE ALT ASSIGNMENT. WE NEVER GOT CLOSER THAN 10 MI BEFORE THE ACFT WERE ESTABLISHED AT 11 AND 13.
