Narrative:

Crossing gbn aircraft was transitioned to J2 outbound heading of 247 degree. As the turn was made over gbn aircraft entered the core of a jet stream. Heading 5 degree right of 247 degree or 252 degree was initially selected to compensate for wind at 110 KTS from 310 degree. Before the TACAN needle could lock gbn due to the 'come of confusion' my aircraft was blown south of course. The needle finally locked on gbn at about 10 DME and showed us on the 237 degree radial or 10 degree left of J2. At the same moment center called us for an immediate right turn of 30 degree to get back to our jet route radial 247 degree. Military restr areas are located just south of J2. The only corrective action I can suggest is the addition of GPS navigation equipment on the MTR for a more accurate real time fix of aircraft position and the use of the INS for more accurate outbound tracking of radials when overhead a TACAN station, ie, with a spinning TACAN needle.
