Narrative:

Received a 'TA' of an aircraft intruder at 5 O'clock our position 4100 ft below and climbing 3 mi out. Received RA 2-3 mi 5 O'clock our position and climbing. My first officer disconnected autoplt and complied with RA 1000-2000 FPM. Intruder aircraft continued to climb to 1800-2000 ft directly below our position. We climbed to 31900 ft. TCASII indicated clear of conflict. Intruder disappeared off TCASII monitor 7 O'clock our position. Abq ATC indicated intruder was a military MTR with clearance to FL280. He had no indication MTR busted altitude. Passenger doctor claimed to see aircraft directly below us. Cockpit did not see the aircraft. Suspect high vertical rate RA.
