Narrative:

IFR WX vectors to FAF too tight in close on ILS 4R. Aircraft HSI differed 20 degree intermittently. First officer's leg cannot get back on localizer because heading indicator 20 degree off. We discussed problem and corrected. At approximately 600 AGL we broke out and proceeded visual. Approach never switched us to tower. In the confusion we landed 4R with no landing permission from tower. We were cleared for ILS 4R by approach. We exited runway and then realized we weren't on tower. After switching to tower he laughingly cleared us across 2 active runways to parking. Nothing was said about the landing by tower.

NOTHING WAS SAID ABOUT THE LNDG BY TWR.
