Narrative:

First officer new to new york metropolitan area, was making descent. I was busy explaining the particular difficulty in getting down in time to cross north of sparta VOR, which would be the expected next clearance, and being complicated by delaying radar vectors. I looked ahead and saw lights of approaching transport aircraft 11 O'clock low. Said aircraft commented to controller of 'TCASII alert' as they passed us, 'but since they had visual contact, took no action'. I commented that I also saw other aircraft. Later, the controller asked us to 'verify 17M'. I verified 17M, only then to realize that we had descended out of FL200 without resetting the 2 altimeters and the altitude alert to 29.62. Thusly, I pointed out to the first officer that we were flying approximately 300 ft too low. Shortly we were given additional descent clearance, reset altimeters and continued on our way. Moral: it takes 2 experienced crew members to operate in the new york metropolitan area.

Title: TCASII TA GIVEN BY OPPOSITE DIRECTION TFC AS RPTR'S ACFT AT WRONG ALT ACCOUNT IMPROPER ALTIMETER SETTING. POTENTIAL CONFLICT LTSS.

Narrative: FO NEW TO NEW YORK METROPOLITAN AREA, WAS MAKING DSCNT. I WAS BUSY EXPLAINING THE PARTICULAR DIFFICULTY IN GETTING DOWN IN TIME TO CROSS N OF SPARTA VOR, WHICH WOULD BE THE EXPECTED NEXT CLRNC, AND BEING COMPLICATED BY DELAYING RADAR VECTORS. I LOOKED AHEAD AND SAW LIGHTS OF APCHING TRANSPORT ACFT 11 O'CLOCK LOW. SAID ACFT COMMENTED TO CTLR OF 'TCASII ALERT' AS THEY PASSED US, 'BUT SINCE THEY HAD VISUAL CONTACT, TOOK NO ACTION'. I COMMENTED THAT I ALSO SAW OTHER ACFT. LATER, THE CTLR ASKED US TO 'VERIFY 17M'. I VERIFIED 17M, ONLY THEN TO REALIZE THAT WE HAD DSNDED OUT OF FL200 WITHOUT RESETTING THE 2 ALTIMETERS AND THE ALT ALERT TO 29.62. THUSLY, I POINTED OUT TO THE FO THAT WE WERE FLYING APPROX 300 FT TOO LOW. SHORTLY WE WERE GIVEN ADDITIONAL DSCNT CLRNC, RESET ALTIMETERS AND CONTINUED ON OUR WAY. MORAL: IT TAKES 2 EXPERIENCED CREW MEMBERS TO OPERATE IN THE NEW YORK METROPOLITAN AREA.
