Narrative:

I was controller in charge during a military air show. My management said in a written statement the field would be closed during air show (aerial performances). Arriving at work my supervisor advised me commercial aircraft could land/depart during show. I did not have a copy of the schedule, waiver or NOTAM sent. The TRACON supervisor had waiver. The NOTAM sent read as follows: 'mgm air show high speed aircraft sfc-15000 5 nmr mgm avoidance adzd eff (times).' the main problem was coordination for this event was poor at best and in my opinion the air traffic area should of been closed. Commercial aircraft could supposedly arrive and depart anytime which means to me I should have control of my air traffic area. No direct communication with head of air show coordinator. NOTAM sent was not clear or correct which resulted in aircraft calling on radios/phone complaining. 3 individuals crossed east/west taxiway (movement area) without permission. No coordination. Rc airplane (remote control) flying in vicinity of runway. No permission and no coordination. Aircraft departed from east/west taxiway. Did not communication with us and this was not coordination with us. Later, another small aircraft taxied out without permission however, we got him on the radio to find out what his intentions were. An individual crossed runway without permission or coordination. 5 fgts at last min requested 10 NM radius up to 150. The waiver said 5 NM. We coordination with everyone, but this is wrong. At one point airport authority told me before the fgts had departed the airport was not closed and we could have arrs and departures. Those fgts were all over the place. My BRITE was OTS.

LATER, ANOTHER SMA TAXIED OUT WITHOUT PERMISSION HOWEVER, WE GOT HIM ON THE RADIO TO FIND OUT WHAT HIS INTENTIONS WERE. AN INDIVIDUAL CROSSED RWY WITHOUT PERMISSION OR COORD. 5 FGTS AT LAST MIN REQUESTED 10 NM RADIUS UP TO 150. THE WAIVER SAID 5 NM. WE COORD WITH EVERYONE, BUT THIS IS WRONG. AT ONE POINT ARPT AUTHORITY TOLD ME BEFORE THE FGTS HAD DEPARTED THE ARPT WAS NOT CLOSED AND WE COULD HAVE ARRS AND DEPS. THOSE FGTS WERE ALL OVER THE PLACE. MY BRITE WAS OTS.
