Narrative:

I took 3 people for a hot air balloon ride on sep/sat/91. Both meacham field tower and carswell tower were notified of my intention to let 2 people parachute from my balloon, by telephone before I left the ground. I took the balloon up to 4200 ft AGL above the meacham and carswell air traffic area. 2 people jumped out above uncongested land area and landed in an uncongested land area. The pilot and other passenger did not have parachutes. Callback conversation with reporter revealed the following information: reporter states he does not usually deal with skydivers. His telephone call prior to departure elicited a 'that's fine' from tower controllers so he proceeded. After the fact a friend told him he had violated some skydive regulations, so he sent report. He has heard from no one.

Narrative: I TOOK 3 PEOPLE FOR A HOT AIR BALLOON RIDE ON SEP/SAT/91. BOTH MEACHAM FIELD TWR AND CARSWELL TWR WERE NOTIFIED OF MY INTENTION TO LET 2 PEOPLE PARACHUTE FROM MY BALLOON, BY TELEPHONE BEFORE I LEFT THE GND. I TOOK THE BALLOON UP TO 4200 FT AGL ABOVE THE MEACHAM AND CARSWELL ATA. 2 PEOPLE JUMPED OUT ABOVE UNCONGESTED LAND AREA AND LANDED IN AN UNCONGESTED LAND AREA. THE PLT AND OTHER PAX DID NOT HAVE PARACHUTES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES HE DOES NOT USUALLY DEAL WITH SKYDIVERS. HIS TELEPHONE CALL PRIOR TO DEP ELICITED A 'THAT'S FINE' FROM TWR CTLRS SO HE PROCEEDED. AFTER THE FACT A FRIEND TOLD HIM HE HAD VIOLATED SOME SKYDIVE REGS, SO HE SENT RPT. HE HAS HEARD FROM NO ONE.
