Narrative:

On 10/wed/91, I reviewed spi's preflight planing from ryy (marietta) to ahn (athens). A total of 64 NM. He had made this trip before, once with me and once with another instructor. He has also flown previous xcountries; 1 to cha and 1 to centre, al. The trip to athens was uneventful. On the return, he opened his flight plan with macon radio. He then proceeded to contact atlanta for flight following. Spi is from venezuela and has a very heavy accent. His request for 'flight following to mccollum' was apparently misunderstood by atlanta as 'flight following to montgomery.' atlanta told him to fly heading 2540. He questioned this several times but was told the heading was fine. He was told to remain outside the TCA and his heading of 240 was good. He lost contact with atlanta for approximately 30 mins and when it was regained, he was then handed off to columbus approach. They idented his exact position and handed him off to montgomery approach who vectored him to the airport for a safe landing. There were no emergencys declared and I believe no violations occurred. I went to macon to pick my student up and return to ryy.

Title: FOREIGN SPI WITH LANGUAGE BARRIER PROBLEM GETS RADAR VECTORING AND FLT ASSIST FROM VARIOUS TRACON APCH CTLRS TO WRONG ARPT APCH AND LNDG.

Narrative: ON 10/WED/91, I REVIEWED SPI'S PREFLT PLANING FROM RYY (MARIETTA) TO AHN (ATHENS). A TOTAL OF 64 NM. HE HAD MADE THIS TRIP BEFORE, ONCE WITH ME AND ONCE WITH ANOTHER INSTRUCTOR. HE HAS ALSO FLOWN PREVIOUS XCOUNTRIES; 1 TO CHA AND 1 TO CENTRE, AL. THE TRIP TO ATHENS WAS UNEVENTFUL. ON THE RETURN, HE OPENED HIS FLT PLAN WITH MACON RADIO. HE THEN PROCEEDED TO CONTACT ATLANTA FOR FLT FOLLOWING. SPI IS FROM VENEZUELA AND HAS A VERY HVY ACCENT. HIS REQUEST FOR 'FLT FOLLOWING TO MCCOLLUM' WAS APPARENTLY MISUNDERSTOOD BY ATLANTA AS 'FLT FOLLOWING TO MONTGOMERY.' ATLANTA TOLD HIM TO FLY HDG 2540. HE QUESTIONED THIS SEVERAL TIMES BUT WAS TOLD THE HDG WAS FINE. HE WAS TOLD TO REMAIN OUTSIDE THE TCA AND HIS HDG OF 240 WAS GOOD. HE LOST CONTACT WITH ATLANTA FOR APPROX 30 MINS AND WHEN IT WAS REGAINED, HE WAS THEN HANDED OFF TO COLUMBUS APCH.
