Narrative:

At 11000 ft on vector to visual pattern runway 16R slc, cleared to descend to 9000. No traffic advisory given. Upon descent through about 10800 TCASII issued a TA, at about 10600 an RA. Saw aircraft about same time at 12 O'clock, slightly low. ATC said he was at 10500. I feel if everyone is going to have to spend good money on mode C transponders, we should get a TA prior to being cleared through a known VFR's altitude. I realize this is not legally required. TCASII is a good system. This is what it's for and it works. This occurred above the slc TCA.

TCASII IS A GOOD SYS. THIS IS WHAT IT'S FOR AND IT WORKS. THIS OCCURRED ABOVE THE SLC TCA.
