Narrative:
I was working local control. I cleared small aircraft X for touch and go on runway 7L. I had to issue this pilot a go around as he attempted to land on taxiway 'a'. This occurred when an aircraft Y was on the taxiway. The pilot of aircraft Y, in fear of a collision, taxied his aircraft off the taxiway and into the dirt and advised ground control.

Title: ACFT Y TAXIED OFF TAXIWAY WHEN SMA X ATTEMPTED LNDG ON OCCUPIED TAXIWAY. SMA X MISTOOK TAXIWAY FOR RWY. PLTDEV.
Narrative: I WAS WORKING LCL CTL. I CLRED SMA X FOR TOUCH AND GO ON RWY 7L. I HAD TO ISSUE THIS PLT A GAR AS HE ATTEMPTED TO LAND ON TAXIWAY 'A'. THIS OCCURRED WHEN AN ACFT Y WAS ON THE TAXIWAY. THE PLT OF ACFT Y, IN FEAR OF A COLLISION, TAXIED HIS ACFT OFF THE TAXIWAY AND INTO THE DIRT AND ADVISED GND CTL.
