Narrative:

I had flown my employee from scranton, PA, to penno landing (pier 36) heliport, PA, and waited at that location for a return flight. During my wait, I checked hourly WX with williamsport FSS and filed an IFR flight plan for departure to return to scranton. Philadelphia was VFR as well as scranton although allentown was calling 3200 overcast. I listed my departure point on my flight plan as abe with routing as abe-V149-ritty-avp. After departing philadelphia (penno landing) VFR and approximately 20 NM south of kabe I contacted allentown clearance delivery on 118.9 to place my clearance on request. My clearance was given as filed and I was instructed to contact allentown approach control on appropriate frequency. I was VFR at 2500 when I contacted approach control (allentown) although I had changed to my assigned IFR transponder code when receiving clearance. Apparently, by receiving my clearance from the remote (118.9) allentown clearance delivery, and squawking assigned code, I caused some concern with both philadelphia approach and allentown approach. In contacting allentown approach at 2500 and VFR, I was subsequently assigned 5000 ft and proceeded as filed. When using this method in the future to actuate or receive clearance for an IFR flight plan, I will certainly contact the appropriate approach control frequency for clearance as opposed to the remote clearance delivery frequency.

MY CLRNC WAS GIVEN AS FILED AND I WAS INSTRUCTED TO CONTACT ALLENTOWN APCH CTL ON APPROPRIATE FREQ. I WAS VFR AT 2500 WHEN I CONTACTED APCH CTL (ALLENTOWN) ALTHOUGH I HAD CHANGED TO MY ASSIGNED IFR TRANSPONDER CODE WHEN RECEIVING CLRNC. WHEN USING THIS METHOD IN THE FUTURE TO ACTUATE OR RECEIVE CLRNC FOR AN IFR FLT PLAN, I WILL CERTAINLY CONTACT THE APPROPRIATE APCH CTL FREQ FOR CLRNC AS OPPOSED TO THE REMOTE CLRNC DELIVERY FREQ.
