Narrative:

At approximately AM45 local, we entered the traffic pattern at jackson mckellar, tn. When on final, jackson radio advised that a maintenance truck was driving out to the south end of runway 20. We reported the truck in sight and that he was of no factor for us. We landed, taxied in to the ramp, loaded some more passenger and taxied out to runway 20 again. We were talking to jackson radio, advising them and any traffic in the area that we were taking off runway 20. Started the takeoff roll and when reaching V1/vr, we saw 2 people in the middle of the runway, about 500-600 ft from the end. We climbed out, passing approximately 100-150 ft above the men. We did not feel that anything was unsafe in this situation, but we probably made their heart 'beat a little faster', unintentionally. There was a NOTAM out for 'last 1000 ft runway 20 closed effective XA00Z-XE00 local'. The men should not have been on the runway at that time and I did not want to think of a situation where we would have encountered any kind of emergency, resulting in an aborted takeoff.

Title: MEN AND POSSIBLY GND EQUIP ON RWY DEP END DURING LTT ACR TKOF. POTENTIAL GND CONFLICT.

Narrative: AT APPROX AM45 LCL, WE ENTERED THE TFC PATTERN AT JACKSON MCKELLAR, TN. WHEN ON FINAL, JACKSON RADIO ADVISED THAT A MAINT TRUCK WAS DRIVING OUT TO THE S END OF RWY 20. WE RPTED THE TRUCK IN SIGHT AND THAT HE WAS OF NO FACTOR FOR US. WE LANDED, TAXIED IN TO THE RAMP, LOADED SOME MORE PAX AND TAXIED OUT TO RWY 20 AGAIN. WE WERE TALKING TO JACKSON RADIO, ADVISING THEM AND ANY TFC IN THE AREA THAT WE WERE TAKING OFF RWY 20. STARTED THE TKOF ROLL AND WHEN REACHING V1/VR, WE SAW 2 PEOPLE IN THE MIDDLE OF THE RWY, ABOUT 500-600 FT FROM THE END. WE CLBED OUT, PASSING APPROX 100-150 FT ABOVE THE MEN. WE DID NOT FEEL THAT ANYTHING WAS UNSAFE IN THIS SITUATION, BUT WE PROBABLY MADE THEIR HEART 'BEAT A LITTLE FASTER', UNINTENTIONALLY. THERE WAS A NOTAM OUT FOR 'LAST 1000 FT RWY 20 CLOSED EFFECTIVE XA00Z-XE00 LCL'. THE MEN SHOULD NOT HAVE BEEN ON THE RWY AT That TIME AND I DID NOT WANT TO THINK OF A SITUATION WHERE WE WOULD HAVE ENCOUNTERED ANY KIND OF EMER, RESULTING IN AN ABORTED TKOF.
