Narrative:
There was a major malfunction in landline communications between boston ARTCC and new york center/approach and there were no automated handoffs. I had an air carrier broadcast in the blind on new york center's frequency for cpr X at 13000 to come up on my frequency. When he checked in he was near CCC VOR (well within my airspace) and was issued a 90 degree heading away from the holding stack. A min later cpr X said he was going over to new york approach on 132.25. I responded negative to cpr X and told him to remain with us, no response. About 1/2 min later cpr X was descending through air carrier Y at 12000 in the outbound leg (CCC 085 radial) of the holding pattern. I issued an immediate 30 degree turn and traffic to air carrier Y and he responded with traffic in sight.

Title: CPR X HAD LTSS FROM ACR Y. CPR X EXCURSION FROM ASSIGNED ALT UNAUTHORIZED DSCNT THROUGH OCCUPIED ALT. PLTDEV.
Narrative: THERE WAS A MAJOR MALFUNCTION IN LANDLINE COMS BTWN BOSTON ARTCC AND NEW YORK CENTER/APCH AND THERE WERE NO AUTOMATED HDOFS. I HAD AN ACR BROADCAST IN THE BLIND ON NEW YORK CENTER'S FREQ FOR CPR X AT 13000 TO COME UP ON MY FREQ. WHEN HE CHKED IN HE WAS NEAR CCC VOR (WELL WITHIN MY AIRSPACE) AND WAS ISSUED A 90 DEG HDG AWAY FROM THE HOLDING STACK. A MIN LATER CPR X SAID HE WAS GOING OVER TO NEW YORK APCH ON 132.25. I RESPONDED NEGATIVE TO CPR X AND TOLD HIM TO REMAIN WITH US, NO RESPONSE. ABOUT 1/2 MIN LATER CPR X WAS DSNDING THROUGH ACR Y AT 12000 IN THE OUTBOUND LEG (CCC 085 RADIAL) OF THE HOLDING PATTERN. I ISSUED AN IMMEDIATE 30 DEG TURN AND TFC TO ACR Y AND HE RESPONDED WITH TFC IN SIGHT.
