Narrative:

Attempting to fly north along coastline when forced inland due to thunderstorm. Monitoring srq tower at 1500, 6 mi out, working way back to coast when I heard them call me out as traffic to another aircraft. When I inquired as to traffic they advised that I was in arsa at 1500 ft so I descended to 1200 ft. My chart was out dated and there was no one at sales shop at airport to purchase a new one when I left. My chart did not indicate srq arsa.
