Narrative:

As captain of flight from avl to bna on sep/fri/91, I misinterp the takeoff data on the airport approach plate and was not aware that RVV was controling. I elected to depart using the prevailing visibility which was 1/4 mi. I have since learned that RVV is controling and this occurrence will not happen again.

Title: COMMUTER LTT MADE A TKOF WITH RVV VALUE BELOW THE ARPT MIN FOR TKOF.

Narrative: AS CAPT OF FLT FROM AVL TO BNA ON SEP/FRI/91, I MISINTERP THE TKOF DATA ON THE ARPT APCH PLATE AND WAS NOT AWARE THAT RVV WAS CTLING. I ELECTED TO DEPART USING THE PREVAILING VISIBILITY WHICH WAS 1/4 MI. I HAVE SINCE LEARNED THAT RVV IS CTLING AND THIS OCCURRENCE WILL NOT HAPPEN AGAIN.
