Narrative:

Air carrier X was in #1 position holding short of runway 31C on southwest side on taxiway right at mdw. Air carrier X was cleared for takeoff with left turn to 250 degree heading from that position by mdw tower. Air carrier X taxied onto runway 31C intending to do a rolling takeoff. As I turned to line up on runway 31C, I noticed 2 air carrier Y medium large transport's taxiing south on taxiway P at a fast rate of taxi. I was not sure the first would or even could hold short of the runway, so I stopped in position at the end of runway 31C. I never did advance throttles for takeoff. Both air carrier Y aircraft taxied across runway 31C (in front of me) without slowing down. I then had copilot confirm with the tower we were cleared for takeoff, and tower repeated takeoff clearance. Normal takeoff after this point. I am sure if I had made a normal rolling takeoff I would have collided with the first aircraft. Callback conversation with reporter revealed the following information: the reporter stated he had called the tower supervisor after arrival at destination and the supervisor said the ground controller had misunderstood the coordination with the local controller and cleared the 2 aircraft to cross the runway in front of air carrier X.

I WAS NOT SURE THE FIRST WOULD OR EVEN COULD HOLD SHORT OF THE RWY, SO I STOPPED IN POS AT THE END OF RWY 31C. I NEVER DID ADVANCE THROTTLES FOR TKOF. I AM SURE IF I HAD MADE A NORMAL ROLLING TKOF I WOULD HAVE COLLIDED WITH THE FIRST ACFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED HE HAD CALLED THE TWR SUPVR AFTER ARR AT DEST AND THE SUPVR SAID THE GND CTLR HAD MISUNDERSTOOD THE COORD WITH THE LCL CTLR AND CLRED THE 2 ACFT TO CROSS THE RWY IN FRONT OF ACR X.
