Narrative:

Departed pwk in VMC conditions for flight to dpa. WX expected to be clear at dupage when arrived at dpa WX was marginal VFR/IFR, visibility 4 mi haze. Rather than requesting special VFR I elected to make an IFR approach. Usually keep ILS plates readily available. ILS was OTS. VOR approach plate was out of reach. Requested VOR approach and asked for headings. I believe that any confusion which was created by not having all plates accessible would be to at all times have approach plate for destination and alternate readily accessible even in VMC conditions.

I BELIEVE THAT ANY CONFUSION WHICH WAS CREATED BY NOT HAVING ALL PLATES ACCESSIBLE WOULD BE TO AT ALL TIMES HAVE APCH PLATE FOR DEST AND ALTERNATE READILY ACCESSIBLE EVEN IN VMC CONDITIONS.
