Narrative:

Military X ILS to bfl. 8 mi final. 2400 ft MSL. At bakersfield municipal (L45), aircraft Y departed runway 34, right turn, across the localizer to rio bravo airport (L91). Unknown aircraft Y climbed to 2000 and merged with arrival uhi. L45 airport has a sign, 'no right turn out.' this is a common occurrence. Usually aircraft navigation via niley NDB which is bfl ILS IAF crossing altitude, 2341 ft. The NDB is 5 mi final. L45 is the home to many composite/experimental aircraft, some with no transponders. L45 final/straight-in is bfl 10 mi base for practice ILS. At bfl we issue lots of traffic/traffic alerts because of this situation.
