Narrative:

Air carrier X on descent into bdl was issued VFR traffic climbing opposite direction. Atx Y VFR climbing swbound was issued traffic. Both aircraft stated traffic in sight. Air carrier X then advised resolution advisory and was observed climbing through 6000. Callback conversation with reporter revealed the following information. Reporter stated experience 5 radar, 5 nonradar, 4 military. Conflict distance horizontal 3000 ft, vertical 500 ft. Air carrier X had reported sighting the wrong aircraft, that's why he responded to the TCASII RA.

ACR X THEN ADVISED RESOLUTION ADVISORY AND WAS OBSERVED CLBING THROUGH 6000. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR STATED EXPERIENCE 5 RADAR, 5 NONRADAR, 4 MIL. CONFLICT DISTANCE HORIZ 3000 FT, VERT 500 FT. ACR X HAD RPTED SIGHTING THE WRONG ACFT, THAT'S WHY HE RESPONDED TO THE TCASII RA.
