Narrative:

I was PIC of a helicopter with my sic at the controls when I called teterboro tower for air traffic area clearance at the lincoln tunnel (reporting point for teb). The controller was busy so my first officer slowed the aircraft and started a holding pattern. After about 30 seconds we received clearance into the air traffic area. As my first officer turned towards the airport I spotted a twin engine airplane pass under our helicopter from the right. We never did see the aircraft before this happened. At 900 ft MSL at this location AGL was about 500 ft or less. VFR twin engine aircraft are flying at these low altitudes to enter the VFR corridor to the hudson river because ATC will not give TCA clrncs to climb. This results in a very crowded and dangerous situation.

Narrative: I WAS PIC OF A HELI WITH MY SIC AT THE CTLS WHEN I CALLED TETERBORO TWR FOR ATA CLRNC AT THE LINCOLN TUNNEL (RPTING POINT FOR TEB). THE CTLR WAS BUSY SO MY FO SLOWED THE ACFT AND STARTED A HOLDING PATTERN. AFTER ABOUT 30 SECONDS WE RECEIVED CLRNC INTO THE ATA. AS MY FO TURNED TOWARDS THE ARPT I SPOTTED A TWIN ENG AIRPLANE PASS UNDER OUR HELI FROM THE R. WE NEVER DID SEE THE ACFT BEFORE THIS HAPPENED. AT 900 FT MSL AT THIS LOCATION AGL WAS ABOUT 500 FT OR LESS. VFR TWIN ENG ACFT ARE FLYING AT THESE LOW ALTS TO ENTER THE VFR CORRIDOR TO THE HUDSON RIVER BECAUSE ATC WILL NOT GIVE TCA CLRNCS TO CLB. THIS RESULTS IN A VERY CROWDED AND DANGEROUS SITUATION.
