Narrative:

After starting aircraft, getting ATIS and the receiving IFR clearance I contacted ground control for taxi instructions. I was on the north end of the airport and since runway 9L/27R was closed due to construction, I was given instructions to taxi to 27L via lima taxiway to lima 6 and hold short of 9L/27R. I was then given instructions to taxi across 9L/27R which I did. After crossing the runway I called tower to find out if they wanted me to taxi to 27L around the terminal via the inner or the outer. They advised me to taxi via the outer and to contact ground on an alternate frequency. After contacting ground on the alternate frequency they advised me to taxi to 27L and monitor tower frequency. I tuned to tower frequency and continued my taxi to intersection tango which parallels runway 27L and held short of runway 30. Tower was at this time communicating with aircraft on the ground taxiing as well as airborne aircraft. When the opportunity to break in occurred I called tower and advised them I was holding short of runway 30 and asked how they wanted me to proceed to runway 27L. Tower advised to continue taxiing wbound to 27L. I applied power and was halfway across runway 30 when I heard an airliner ask tower what they wanted him to do. Tower responded with something like I don't know if he will clear in time. I knew at this time something was wrong and looked behind me and to the left and saw the airliner on final and quickly applied additional power to clear the runway. I then heard the airliner say he was going around and the tower said go around. After clearing runway 30 the tower then told the airliner he was cleared to land if he wanted to. The airliner responded that he would continue the go around. I later called the tower to discuss the happening. They advised me that the instructions were to continue taxiing eastbound to 27L not wbound which was the direction I was facing when holding short of 30. There was another small transport taxiing eastbound behind me at the time I was holding short of runway 30 facing eastbound and at the same time I had called tower to ask how they wanted me to proceed to runway 27L. Tower may have mistaken me who was holding short of runway 30 for the aircraft that was taxiing eastbound behind me when he told me to continue taxiing eastbound. I thought I heard continue taxiing wbound. I do believe that a tower controller should not be controling aircraft both on the ground as well as in the air. Particularly at a major airport like miami and when numerous construction on runways and taxiways is going on. Although I felt I was mentally tuned to each controller I was handed off to since I had already received and responded properly to several departure changes, if the instruction from the tower was 'eastbound' then I did not hear properly and can only attribute that error to the fact I was facing wbound and was expecting to hear wbound. Something I cannot do.

Title: ACR TAXIES ACROSS ACTIVE RWY. THINKS CLRED.

Narrative: AFTER STARTING ACFT, GETTING ATIS AND THE RECEIVING IFR CLRNC I CONTACTED GND CTL FOR TAXI INSTRUCTIONS. I WAS ON THE N END OF THE ARPT AND SINCE RWY 9L/27R WAS CLOSED DUE TO CONSTRUCTION, I WAS GIVEN INSTRUCTIONS TO TAXI TO 27L VIA LIMA TAXIWAY TO LIMA 6 AND HOLD SHORT OF 9L/27R. I WAS THEN GIVEN INSTRUCTIONS TO TAXI ACROSS 9L/27R WHICH I DID. AFTER XING THE RWY I CALLED TWR TO FIND OUT IF THEY WANTED ME TO TAXI TO 27L AROUND THE TERMINAL VIA THE INNER OR THE OUTER. THEY ADVISED ME TO TAXI VIA THE OUTER AND TO CONTACT GND ON AN ALTERNATE FREQ. AFTER CONTACTING GND ON THE ALTERNATE FREQ THEY ADVISED ME TO TAXI TO 27L AND MONITOR TWR FREQ. I TUNED TO TWR FREQ AND CONTINUED MY TAXI TO INTXN TANGO WHICH PARALLELS RWY 27L AND HELD SHORT OF RWY 30. TWR WAS AT THIS TIME COMMUNICATING WITH ACFT ON THE GND TAXIING AS WELL AS AIRBORNE ACFT. WHEN THE OPPORTUNITY TO BREAK IN OCCURRED I CALLED TWR AND ADVISED THEM I WAS HOLDING SHORT OF RWY 30 AND ASKED HOW THEY WANTED ME TO PROCEED TO RWY 27L. TWR ADVISED TO CONTINUE TAXIING WBOUND TO 27L. I APPLIED PWR AND WAS HALFWAY ACROSS RWY 30 WHEN I HEARD AN AIRLINER ASK TWR WHAT THEY WANTED HIM TO DO. TWR RESPONDED WITH SOMETHING LIKE I DON'T KNOW IF HE WILL CLR IN TIME. I KNEW AT THIS TIME SOMETHING WAS WRONG AND LOOKED BEHIND ME AND TO THE L AND SAW THE AIRLINER ON FINAL AND QUICKLY APPLIED ADDITIONAL PWR TO CLR THE RWY. I THEN HEARD THE AIRLINER SAY HE WAS GOING AROUND AND THE TWR SAID GAR. AFTER CLRING RWY 30 THE TWR THEN TOLD THE AIRLINER HE WAS CLRED TO LAND IF HE WANTED TO. THE AIRLINER RESPONDED THAT HE WOULD CONTINUE THE GAR. I LATER CALLED THE TWR TO DISCUSS THE HAPPENING. THEY ADVISED ME THAT THE INSTRUCTIONS WERE TO CONTINUE TAXIING EBOUND TO 27L NOT WBOUND WHICH WAS THE DIRECTION I WAS FACING WHEN HOLDING SHORT OF 30. THERE WAS ANOTHER SMT TAXIING EBOUND BEHIND ME AT THE TIME I WAS HOLDING SHORT OF RWY 30 FACING EBOUND AND AT THE SAME TIME I HAD CALLED TWR TO ASK HOW THEY WANTED ME TO PROCEED TO RWY 27L. TWR MAY HAVE MISTAKEN ME WHO WAS HOLDING SHORT OF RWY 30 FOR THE ACFT THAT WAS TAXIING EBOUND BEHIND ME WHEN HE TOLD ME TO CONTINUE TAXIING EBOUND. I THOUGHT I HEARD CONTINUE TAXIING WBOUND. I DO BELIEVE THAT A TWR CTLR SHOULD NOT BE CTLING ACFT BOTH ON THE GND AS WELL AS IN THE AIR. PARTICULARLY AT A MAJOR ARPT LIKE MIAMI AND WHEN NUMEROUS CONSTRUCTION ON RWYS AND TAXIWAYS IS GOING ON. ALTHOUGH I FELT I WAS MENTALLY TUNED TO EACH CTLR I WAS HANDED OFF TO SINCE I HAD ALREADY RECEIVED AND RESPONDED PROPERLY TO SEVERAL DEP CHANGES, IF THE INSTRUCTION FROM THE TWR WAS 'EBOUND' THEN I DID NOT HEAR PROPERLY AND CAN ONLY ATTRIBUTE THAT ERROR TO THE FACT I WAS FACING WBOUND AND WAS EXPECTING TO HEAR WBOUND. SOMETHING I CANNOT DO.
