Narrative:

TCASII RA instructions to descend received on short final, fully configured. We were in compliance. Also showed a false target 300 ft above us descending. In reality there was 'no traffic' at this location. A 'phantom' during this critical phase of flight in VMC. This type of alert is a big distraction. Solution #1: get better TCASII equipment/software. Solution #2: include a provision for crew to shut off/stand by TCASII on this or critical phases of flight, ie, on final approach below 1000 ft and on takeoff below 1000 ft.
