Narrative:

I had small aircraft X southeast of bna northbound at 8000 ft and air carrier Y off bna runway 2R sbound climbing to 10000 ft. The 2 aircraft were opposite direction. The conflict alert activated at 3 mi and 300 ft. I issued traffic and that was climbing to 10000 ft said he had the aircraft on TCAS and was 'going up'. The other aircraft said 'I need lower for traffic.' my reply was 'he had you in sight, descend and maintain 7000 ft.' this incident was controller error.

Title: SMA X HAD LTSS FROM ACR Y. SYS ERROR. TCASII RA EVASIVE ACTION TAKEN.

Narrative: I HAD SMA X SE OF BNA NBOUND AT 8000 FT AND ACR Y OFF BNA RWY 2R SBOUND CLBING TO 10000 FT. THE 2 ACFT WERE OPPOSITE DIRECTION. THE CONFLICT ALERT ACTIVATED AT 3 MI AND 300 FT. I ISSUED TFC AND THAT WAS CLBING TO 10000 FT SAID HE HAD THE ACFT ON TCAS AND WAS 'GOING UP'. THE OTHER ACFT SAID 'I NEED LOWER FOR TFC.' MY REPLY WAS 'HE HAD YOU IN SIGHT, DSND AND MAINTAIN 7000 FT.' THIS INCIDENT WAS CTLR ERROR.
