Narrative:

This was a maintenance check flight, for a maintenance company, after engine maintenance. Because of clouds in the area departure was IFR to VFR conditions. After cancelling IFR I requested and received TCA clearance. After a number of heading changes and altitude limits, from san approach, and while on a heading of 160 degree and climbing to my requested altitude of 15500 ft, approach advised I was clear of the TCA, squawk 1200 frequency change approved. At this time I turned fst to 090 degree (which should have been 060 degree) to avoid mexico and continued my climb to 15500 ft. After a time at 15500 ft the mechanic requested I climb to 17500 ft, which I did. I also contacted la center advised of my position and intentions and requested advisories. I was given a transponder code and idented. I was maneuvering to avoid clouds when I noticed that I'd mistakenly flown into mexico. I turned north to leave mexico. La center asked if I was turning to myf, I said no we had more work to do. When we finished I advised center we were descending and returning to myf. They acknowledged then handed us off to san approach. We completed the ILS and landed. After shutdown we were met by a customs team about our crossing the border without a flight plan and ADIZ penetration without notification. When released by san approach I turned east but not far enough to keep clear of mexico. I got my priorities mixed up in that I allowed the maintenance check to interfere with navigation. Although I put myself in the wrong place I don't recall la center ever questioning my position in mexico.

Title: PENETRATION MEXICAN AIRSPACE AND ADIZ WITHOUT FLT PLAN.

Narrative: THIS WAS A MAINT CHK FLT, FOR A MAINT COMPANY, AFTER ENG MAINT. BECAUSE OF CLOUDS IN THE AREA DEP WAS IFR TO VFR CONDITIONS. AFTER CANCELLING IFR I REQUESTED AND RECEIVED TCA CLRNC. AFTER A NUMBER OF HDG CHANGES AND ALT LIMITS, FROM SAN APCH, AND WHILE ON A HDG OF 160 DEG AND CLBING TO MY REQUESTED ALT OF 15500 FT, APCH ADVISED I WAS CLR OF THE TCA, SQUAWK 1200 FREQ CHANGE APPROVED. AT THIS TIME I TURNED FST TO 090 DEG (WHICH SHOULD HAVE BEEN 060 DEG) TO AVOID MEXICO AND CONTINUED MY CLB TO 15500 FT. AFTER A TIME AT 15500 FT THE MECH REQUESTED I CLB TO 17500 FT, WHICH I DID. I ALSO CONTACTED LA CENTER ADVISED OF MY POS AND INTENTIONS AND REQUESTED ADVISORIES. I WAS GIVEN A TRANSPONDER CODE AND IDENTED. AFTER SHUTDOWN WE WERE MET BY A CUSTOMS TEAM ABOUT OUR XING THE BORDER WITHOUT A FLT PLAN AND ADIZ PENETRATION WITHOUT NOTIFICATION. WHEN RELEASED BY SAN APCH I TURNED E BUT NOT FAR ENOUGH TO KEEP CLR OF MEXICO. I GOT MY PRIORITIES MIXED UP IN THAT I ALLOWED THE MAINT CHK TO INTERFERE WITH NAV. ALTHOUGH I PUT MYSELF IN THE WRONG PLACE I DON'T RECALL LA CENTER EVER QUESTIONING MY POS IN MEXICO.
