Narrative:

We had been cleared to land runway 4. Another aircraft had been cleared touch and go behind us. Controller asked other aircraft if he had us in sight. Other aircraft said he did. Controller told other aircraft to keep us in sight, to follow us and cleared him touch and go. On short final we had a near miss with this aircraft as he cuts us off coming in above us. We make a sharp left turn to avoid him. He continues and completes his touch and go we come around for full stop landing. Controller had absolutely no idea what was going on. He said he saw 'no problem'. This same controller had earlier asked us to make our turn to base and then to make a right 360 degree turn to get out a departure before our touch and go. We complied, but this move brought us extremely close to final. After doing this, the controller saw fit to reprimand us for doing exactly what he had told us to do.

Title: SMA CLRED TOUCH AND GO TO FOLLOW RPTR'S SMA, SECOND ONE CUT FIRST SMA OUT ON SHORT FINAL. LCL CTLR TOOK NO ACTION TO SEPARATE.

Narrative: WE HAD BEEN CLRED TO LAND RWY 4. ANOTHER ACFT HAD BEEN CLRED TOUCH AND GO BEHIND US. CTLR ASKED OTHER ACFT IF HE HAD US IN SIGHT. OTHER ACFT SAID HE DID. CTLR TOLD OTHER ACFT TO KEEP US IN SIGHT, TO FOLLOW US AND CLRED HIM TOUCH AND GO. ON SHORT FINAL WE HAD A NEAR MISS WITH THIS ACFT AS HE CUTS US OFF COMING IN ABOVE US. WE MAKE A SHARP L TURN TO AVOID HIM. HE CONTINUES AND COMPLETES HIS TOUCH AND GO WE COME AROUND FOR FULL STOP LNDG. CTLR HAD ABSOLUTELY NO IDEA WHAT WAS GOING ON. HE SAID HE SAW 'NO PROBLEM'. THIS SAME CTLR HAD EARLIER ASKED US TO MAKE OUR TURN TO BASE AND THEN TO MAKE A R 360 DEG TURN TO GET OUT A DEP BEFORE OUR TOUCH AND GO. WE COMPLIED, BUT THIS MOVE BROUGHT US EXTREMELY CLOSE TO FINAL. AFTER DOING THIS, THE CTLR SAW FIT TO REPRIMAND US FOR DOING EXACTLY WHAT HE HAD TOLD US TO DO.
