Narrative:
I was flying my 3 friends on a sightseeing flight down the beach. We were flying south approximately 3 mi off shore at 500 ft. My friend in the right seat noticed a small boat that seemed to be about 5 mi off shore. The closer we got to the boat, we noticed it was a small row boat. We descended to make sure the person was not in any trouble because it would be dark soon. I descended to get closer to the person and he appeared to be fine. During this time I could have possibly violated far 91.79.

Title: LOW FLYING OVER WATER IN VIOLATION OF FAR 91 PT 79.
Narrative: I WAS FLYING MY 3 FRIENDS ON A SIGHTSEEING FLT DOWN THE BEACH. WE WERE FLYING S APPROX 3 MI OFF SHORE AT 500 FT. MY FRIEND IN THE R SEAT NOTICED A SMALL BOAT THAT SEEMED TO BE ABOUT 5 MI OFF SHORE. THE CLOSER WE GOT TO THE BOAT, WE NOTICED IT WAS A SMALL ROW BOAT. WE DSNDED TO MAKE SURE THE PERSON WAS NOT IN ANY TROUBLE BECAUSE IT WOULD BE DARK SOON. I DSNDED TO GET CLOSER TO THE PERSON AND HE APPEARED TO BE FINE. DURING THIS TIME I COULD HAVE POSSIBLY VIOLATED FAR 91.79.
